The total number of active members enrolled for medical coverage through the Benefits Plan of the Presbyterian Church (U.S.A.) was stable from 2024 to 2025, as shown in Table 1 below. This table also shows that the number of spouses and children enrolled for coverage dropped 14%, in line with expectations, as some members who were offered the Congregational Pastors Package chose member-only coverage.
Table 2 shows how employers offered medical coverage to employees — through a package (Transitional Pastor’s Participation and/or the Congregational Pastors Package, required for installed pastors) or through Benefits Plan offerings (stand-alone Medical Plan offered to members, regardless of ordination status). The Covenant Package does not include the Medical Plan, but the table shows those in the package who enrolled for stand-alone medical coverage.
Finally, Table 3 shows the movement in packages and Benefits Plan offerings from 2024 to 2025. Slightly less than half of ministers who had been enrolled in Pastor’s Participation shifted to the Congregational Pastors Package, while roughly half moved to Transitional Pastor’s Participation.
The tables show the enrollment changes from Dec. 31, 2024, to Jan. 1, 2025, reflective of the new Benefits Plan year.
